The Portland Action Committee advocates for public programs that are funded fairly, run transparently, and focused on measurable benefit for the people they serve.

We believe Portland, Oregon can support children, serve houseless neighbors, and respect taxpayers at the same time.

Proven Public Good

Preschool access and supportive housing services are needed investments in people, families, and the long-term health of the region.

Shared Responsibility

Programs that benefit all Portlanders should be funded in a way that recognizes each taxpayer's financial reality.

Public Accountability

Voters are owed clear oversight, efficient use of funds, and honest reporting on spending, outcomes, and excess revenue.

What We Are Organizing For

  • Increase public oversight and transparency for PFA and SHS operations, spending, and outcomes.
  • Update tax rates to match realistic program needs and the ability to deploy funds effectively.
  • Use a more progressive funding model that shares responsibility across tax brackets.
  • Return excess collections when revenue exceeds budget projections by more than 2%.
  • Explore expanding Preschool for All statewide through existing public education funding mechanisms.

What We Object To

  • Tax rates set without a direct connection to program needs, outcomes, or spending capacity.
  • Excess unspent revenue while homelessness remains unresolved and urgent community needs persist.
  • A broad electorate approving taxes that apply only to a small minority of taxpayers.
  • Inefficient deployment of public funds and limited visibility into how programs are performing.
  • Portlanders and Oregonians being pushed toward some of the highest income tax burdens in the country.
